APPLICANT VIOLATION SYSTEM (AVS) The Applicant/Violator System is an automated information system containing information on surface coal mining sites including data on applicants, permittees, operators, and violations of the Surface Mining control and Reclamation Act (SMCRA). This information is used primarily by Federal and State regulatory authorities in making permit eligibility decisions required by Federal and State regulatory authorities in making permit eligibility decision required by section 510(c). By checking AVS during the review of a permit application you can determine whether an applicant for a surface mining operation has any outstanding violations. In addition to using data in the AVS for assisting with determining permit eligibility, the data can be used to: -- Assist coal companies in verifying their AVS records and in preparing applications; -- Assist with monitoring a coal company's compliance; -- Provide ownership or control information, including information on parent companies.
